关于做好境外入昭返昭人员管理严防疫情输入的通告
为全力防范境外疫情输入风险，持续巩固我市疫情防控稳定向好态势，根据国家和省有关要求，现就做好境外入昭返昭人员管理严防疫情输入工作通告如下：
一、凡有境外旅居人员的家庭，其家庭成员或亲属要主动与旅居境外家庭人员取得联系，提前告知我市疫情防控政策措施，准确掌握其入昭返昭计划，并向属地乡镇（街道办事处）、村（社区）报告。报告信息主要包括入昭返昭人员姓名、所在国家及城市、返程日期、具体行程（含转机等）、所乘交通工具、联系方式、个人健康状况等。
二、所有邀请、接待或聘用境外入昭返昭人员的机关、企事业单位和社会组织，要提前告知对方我市疫情防控政策措施，并在境外人员入昭之日前一周向属地乡镇（街道办事处）、村（社区）报告其姓名、所在国家及城市、具体行程（含转机等）、所乘交通工具等。邀请、接待、聘用单位作为疫情防控第一责任人，依据国家和省相关规定，应配合属地政府严格落实接转、隔离观察及核酸检测等防控措施。
三、各县（市、区）要切实把疫情防控网格化排查管控前移到村（社区）、组、小区楼栋，第一时间开展好从境外拟入昭返昭人员排查摸底、登记管理，严格落实网格化管控措施，做到不漏一户、不漏一人。各级机关、事业单位、用工企业和宾馆酒店等应切实履行境外入昭返昭人员信息登记和健康监测上报职责。发现境外入昭返昭人员有隐瞒境外旅居史或未按要求采取隔离措施的，广大群众要积极向所在乡镇（街道办事处）、村（社区）或卫健、公安机关报告。各乡镇（街道办事处）、村（社区）和卫健、公安机关要及时公布24小时接听电话，安排专人负责收集情况。
四、有境外旅居史的入昭返昭人员的集中隔离医学观察期自到昭之日起14天，若在中国境内其他城市已经采取隔离观察措施，提供有效证明，可不集中隔离观察。对集中隔离人员在集中观察期第5天和第14天开展核酸采样送检，核酸检测阳性的人员，由卫健部门牵头，公安、外事等部门及属地党委政府配合，采用负压救护车转送至省传染病医院核查、治疗。在我市中转且目的地为市外的入境人员，如有发热、咳嗽等异常症状的，转送辖区内定点医疗机构检查；如无异常症状的，予以放行，并告知目的地疫情防控指挥部；如需当日临时住宿、次日中转的，实施全程闭环转运管控，统一入住指定宾馆酒店。在我市县（市、区）中转且目的地为市内的入境人员，如有发热、咳嗽等异常症状的，由发现县（市、区）就地送至定点医疗机构检查；如无异常症状的，由目的地疫情防控指挥部派专车专人接回，实施全程闭环转运管控。境外入昭返昭人员在昭集中隔离期间食宿费用自理。已解除集中隔离人员或3月17日前入昭的有境外旅居史人员，若出现发热、乏力、咳嗽等症状，要在做好防护措施的前提下立即到就近定点医疗机构就诊，并向属地疫情防控指挥部报告。
五、对外国公民和本国公民一视同仁，无差别执行防控政策措施，尊重对方风俗和生活习惯，提供必要的生活便利（费用自理）。境外入昭人员输入病例中已参加基本医疗保险的，医疗费用按有关规定办理；未参加基本医疗保险的，医疗费用由患者个人负担，确有困难的，经认定符合条件的可按照法律法规给予医疗救助。参加商业健康保险的人员由商业保险公司按合同支付。
六、卫健、外事、公安、交运、教体、文旅、科技（外专）、人社、市场监管、火车站（高铁站）、机场等部门要建立健全联防联控、信息共享机制，强化数据共享和人员处置、防控合作，合力做好境外入昭返昭人员追踪管理和监控检测，严防疫情输入。各级行业部门要督促其监管的企事业单位、社会组织、机场、火车站（高铁站）、码头、客运站、宾馆、酒店等公共场所落实疫情防控主体责任，对境外入昭返昭人员严格实行“云南健康码”登记管理。
七、各发热门诊和乡镇、社区发热病人就诊点必须询问并登记就诊人员境外旅居史，通过网络直报。
八、所有有境外旅居史的入昭返昭人员，均应如实申报个人信息。凡涉嫌故意隐瞒境外旅居史、新冠肺炎确诊病例接触史、不如实申报健康状况、拒绝接受医学检测和集中隔离等疫情防控措施的个人，纳入失信人员信用档案管理，依法追究其法律责任；对境外入昭返昭人员负有信息申报责任的单位、部门和个人，如不及时申报入境人员信息，将由有关部门严肃追责问责或追究法律责任。
九、各级宣传部门牵头，通过多种渠道向群众及时通报全球及周边省市境外输入疫情情况，切实增强居民自我防护和群防群治意识。加大疫情防控期间入境查验检疫流程和外国公民、本国公民应履行的疫情防控法律责任及义务的宣传力度，各级各类媒体要持续刊播中英文版本的疫情防控政策法规，科学、有序扩大宣传覆盖面，做到疫情防控宣传持续深入、家喻户晓。
十、各县（市、区）和市直有关部门、企事业单位及社会组织要将严防境外疫情输入作为当前疫情防控的重中之重，严格落实责任，确保省、市疫情防控通告要求落实到位。对落实不力导致疫情输入扩散蔓延的，将严肃追究纪律或法律责任。

Announcement on Strengthening Management of People Coming/Returning to Zhaotong from Overseas to Prevent and Control Imported COVID-19 Cases
Command of Leading Group on Novel Coronavirus Prevention and Control
of Zhaotong City
To prevent and control imported COVID-19 cases and consolidate the achievement of Zhatong in the prevention and control of Novel Coronavirus, the following arrangement is hereby made to strengthen management of people coming/returning to Zhaotong from overseas to prevent and control imported COVID-19 cases:
1.Each family with members traveling or staying overseas shall contact overseas family members, inform them about prevention and control measures of Zhaotong, and report their schedule of coming/returning to Zhaotong and other information including name, country and city, return date, travel schedule (including transit), means of transportation, contact information and health condition to local town/street administration or village/community committee.
2.All authorities, public institutions, businesses and social groups that invite, receive or employ people coming/returning to Zhaotong from overseas shall inform those invited, received or employed ones about prevention and control measures of Zhaotong in advance, report their information including name, country and city, return date, travel schedule (including transit), means of transportation to local town/street administration or village/community committee a week before their arrival. Those authorities, public institutions, businesses and social groups that invite, receive or employ people coming/returning to Zhaotong from overseas shall fulfill their duties and cooperate with local government to implement transfer, quarantine, medical exam and other prevention and control measures in line with laws and regulations in national and provincial level.
3. Everycounty (prefecture/district) shall follow the guidance of “leave no household, no one behind” and strengthen grid-based management in communities and villages during the screening and registration process. Authorities, public institutions, businesses and hotels shall fulfill their duties in registering people coming/returning to Zhaotong from overseas, monitoring their health condition, and reporting to relevant authorities. The general public is encouraged to report those people coming/returning to Zhaotong from overseas who conceal their international travel history or disobey the quarantine order to local town/street administration, village/community committee, health commission or public security bureau. Every town/street administration, village/community committee, health commission or public security bureau shall publicize its hotline (24 hours on duty) and designate staff members for information gathering.
4. Collective quarantine for people who comes/returns to Zhaotong and has international travel history shall last for 14 days from the day they arrive in Zhaotong. Those who have already been quarantined in other cities of China and can provide credential or other valid supporting documents could be exempted from collective quarantine. Sampling and Medical exam occur in the 5th and 14th day during collective quarantine. With the help of health commission, public security bureau, foreign affairs office and local authority, people who are tested positive shall be transferred by negative pressure ambulance to Yunnan Provincial Infectious Disease Hospital for medical exam and treatment. For people coming/returning to Zhaotong from overseas for transit, those who have such symptoms as fever or cough shall be transferred to local designated medical institutions for diagnose, and those who have no symptoms shall be allowed to proceed to their next destination, where the Command of COVID-19 Prevention and Control shall be notified. If there is a need to stay overnight and transit the next day, these people will be arranged to designated hotels. For people coming/returning to Zhaotong from overseas and transiting inside the city, those who have such symptoms as fever or cough shall be transferred to designated medical institutions by relevant authorities of local county (prefecture/district) that report the case, and those who have no symptoms shall be transferred to destination escorted by staff members and vehicles sent by the local Command of COVID-19 Prevention and Control. Food and accommodation for people coming/returning to Zhaotong from overseas during quarantine period will be at their own expense. People who are lifted out of collective quarantine or arrived in Zhaotong before March 17 have such symptoms as fever or cough shall go to nearby designated medical institutions on the premise of proper protective measures and report to local Command of COVID-19 Prevention and Control immediately.
5. Prevention and control measures shall be applied equally to all Chinese and foreign nationals. Local authorities shall respect foreign nationals’ custom and tradition, and provide them with necessary convenience at their own expense. Medical expense of the imported cases covered by basic medical insurance system (BMIS) shall be reimbursed according to relevant regulations. People who are not covered by BMIS shall bear their own medical costs; if they do have difficulties, those who are determined eligible shall be provided with medical assistance according to relevant laws and regulations. The medical expense of people with commercial health insurance shall be covered by commercial insurance companies according to the contract.
6.Health commission, foreign affairs office, public security bureau, transportation bureau, education and sports bureau, science and technology bureau (including foreign experts affairs bureau), culture and tourism bureau, human resource and social security bureau, market supervision bureau, train/high speed rail station administration, airport and other relevant departments shall work out joint prevention and control system and information sharing system for tracing, monitoring and preventing imported cases. All authorities, public institutions, businesses, social groups, airports, train/high speed rail stations, ports, bus stations, hotels and other public places shall fulfill their duties and implement Yunnan health code registration for people coming/returning to Zhaotong from overseas.
7. Fever clinics in cities, towns and communities shall inquire and register international travel history of their patients, and report to relevant authorities through internet.
8. Everyone who comes/returns to Zhaotong and has international travel history shall make a truthful declaration of personal information. Those who deliberately conceal their history of international travel, contact with confirmed COVID-19 cases, their own health conditions, or refuse to accept medical exam and collective quarantine, shall be listed as defaulters in their citizens’ credit records and shall be held legally liable.
9. Publicity departments at all levels shall take responsibility for briefing imported cases at home and abroad in a variety of ways to strengthen people’s awareness of self-protection and joint prevention and control. Inspection process, legal liabilities and duties for Chinese and foreign nationals, laws and regulations for COVID-19 prevention control (Chinese and English version) shall be disseminated among the general public through medias.
10.Allcounty (prefecture/district) authorities, relevant municipal government departments, public institutions, businesses and social groups shall take the prevention of imported COVID-19 cases as a priority of the epidemic containment. Responsibilities shall be stressed to put the above-mentioned measures into full effect. Those who cause further spread of epidemic due to inefficient implementation of the measures will be heldaccountable or legally liable.
