关于进一步加强境外疫情输入
防控工作的通告
根据中共云南省委 云南省人民政府应对新型冠状病毒感染肺炎疫情工作领导小组指挥部《关于进一步加强境外疫情输入防控工作的通告》（通告第14号）要求，为依法依规进一步做好境外疫情输入防控工作，结合昭通实际，现就有关事项通告如下：
一、由云南机场集团有限责任公司昭通机场负责，从2020年3月27日零时起，对所有乘座飞机进入昭通的人员进行全面排查，发现14天内有境外旅居史的人员，要第一时间向昭通市境外疫情输入防控工作组报告。昭通市境外疫情输入防控工作组接到报告后，要安排专人专车，将排查出来的14天内有境外旅居史人员规范闭环转送到集中隔离点，实施14天集中隔离观察，并进行核酸检测。被隔离人员在隔离观察过程中发生的转运费、食宿费，由本人自理。被隔离人员自愿自费申请进行2次核酸检测呈阴性及1次血清抗体检测呈阴性的，可自到昭之日起集中隔离7天后，再转为居家隔离7天。
二、自2020年3月27日零时起，对乘座火车（高铁）、轮渡、客车、私家车及其他方式进入昭通的14天内有境外旅居史人员，由到达昭通后的第一个停留地疫情防控指挥部负责排查，对排查出来的14天内有境外旅居史人员，实施14天集中隔离观察，并进行核酸检测。被隔离人员在隔离观察过程中发生的转运费、食宿费，由本人自理。被隔离人员自愿自费申请进行2次核酸检测呈阴性及1次血清抗体检测呈阴性的，可自到昭之日起集中隔离7天后，再转为居家隔离7天。
三、有境外旅居史人员计划到昭通的，要在计划入境3天以前，联系告之昭通市相应的机关企事业单位、社会组织、宾馆酒店、社区（村组）、家庭成员；昭通市相应的机关企事业单位和社会组织、宾馆酒店、社区（村组）、家庭成员获知有境外旅居史人员计划到昭通的信息后，要按照属地管理原则，立即向当地疫情防控指挥部报告。邀请、接待或聘用有境外旅居史人员的机关企事业单位和社会组织，要按照属地管理原则，提前3天以上向当地疫情防控指挥部报告。机关企事业单位和社会组织的干部职工及其家庭成员、亲属等旅居境外有回国计划的，相关单位和组织要按照属地管理原则，在计划入境3天以前向当地疫情防控指挥部报告。居民家庭成员和亲属旅居境外有回国计划的，知晓信息的家庭要在计划入境3天以前，向当地社区（村组）报告。宾馆酒店收到境外到昭人员信息后，要立即向行业监管部门报告，不得延误。
市疫情防控指挥部2020年3月18日发布的通告继续执行。相关规定与本通告不一致的，以本通告为准。

Announcement on Further Strengthening Prevention and Control of Imported COVID-19 Cases

Command of Leading Group on Novel Coronavirus Prevention and Control of Zhaotong City
According to the requirements of Announcement on Further Strengthening Prevention and Control of Imported COVID-19 Cases (Announcement 14) issued by Command of Leading Group on Novel Coronavirus Prevention and Control of CPC Yunnan Provincial Committee and People’s Government of Yunnan Province, in view of the current situation of Zhaotong, the following arrangement is hereby made to further strengthen the prevention and control of imported COVID-19 cases:
1.Starting form 0 o’clock, March 27, 2020, Zhaotong Airport of Yunnan Airport Group Co., Ltd. shall conduct a massive screening process for people entering Zhaotong by plane and inform Working Group on Imported COVID-19 Prevention and Control of Zhaotong City immediately if there are people with international travel history in the last 14 days on the flight. Working group shall send staff members and vehicles to escort those inbound travelers to designated centers for a 14-day collective quarantine and provide them with nucleic acid tests. Fees incurred during quarantine and observation period including food, accommodation and transfer shall be borne by quarantined travelers themselves. Quarantined travelers could be discharged for self quarantine for 7 days after a 7-day collective quarantine at designated centers if they voluntarily receive nucleic acid tests twice and lgG/lgM test once at their own expense and all their three tests are negative.
2.Starting from 0 o’clock, March 27, 2020, People with international travel history in the last 14 days entering Zhaotong by train/high speed rail, ship, bus or car shall go through screening procedures conducted by local Command of Leading Group on Novel Coronavirus Prevention and Control at the place where inbound travelers first arrive. Inbound travelers with international travel history in the last 14 days shall be put under collective quarantine for 14 days and receive nucleic acid test at designated centers. Fees incurred during quarantine and observation period including food, accommodation and transfer shall be borne by quarantined travelers themselves. Quarantined travelers could be discharged for self quarantine for 7 days after a 7-day collective quarantine at designated centers if they voluntarily receive nucleic acid tests twice and lgG/lgM test once at their own expense and all their three tests are negative.
3.People who are planning to enter Zhaotong from overseas shall inform related authorities, public institutions, social groups, hotels, community/village committees and family members in Zhaotong three days before their arrival. Authorities, public institutions, social groups, hotels, community/village committees, and family members in Zhaotong shall immediately report to the local Command of Leading Group on Novel Coronavirus Prevention and Control in accordance with the principle of territorial management after receiving the information that overseas travelers are planning to come to Zhaotong. Authorities, public institutions, social groups that will invite, receive or employ people entering Zhaotong from overseas shall inform local Command of Leading Group on Novel Coronavirus Prevention and Control in accordance with the principle of territorial management three days before the inbound travelers’ arrival. Authorities or public institutions which have employers (family members included) with international travel history planning to enter Zhaotong shall inform local Command of Leading Group on Novel Coronavirus Prevention and Control in accordance with the principle of territorial management three days before their arrival. Residents and their family members who have international travel history and are planning to enter Zhaotong from overseas shall inform local community/village committee three days before their arrival. Hotels shall inform related regulatory authorities immediately as receiving information about inbound travelers.
The announcement issued by the Command of Leading Group on Novel Coronavirus Prevention and Control of Zhaotong City on March 18, 2020 shall remain valid and effective. If any discrepancy occurs between the announcement on March 18 and the announcement on March 27, this announcement (on March 27) shall prevail.
